Chugokugakuen","bibliographic_titleLang":"en"}]}]},"item_10002_description_5":{"attribute_name":"抄録","attribute_value_mlt":[{"subitem_description":"　社会福祉審議会障害者部会の議論は，障害者自立支援法成立までの第１回から第30回までと同法改正を議論した第31回から第49回までの２つに大別できる。前半は厚生労働省主導で「今後の障害保健福祉施策について（改革のグランドデザイン案）」が提示され，それに基づき法案が提示された。それは介護保険制度との統合や障害者に定率負担を求める「制度の持続可能性の確保」だけではなく，地域福祉の実現を目指す「障害保健福祉の総合化」や就労も含めてその人らしく自立して地域で暮らし地域社会にも貢献できる仕組みづくりを進めるという「自立支援型システムへの転換」も重要な視点としていた。しかし，障害者自立支援法案としてまとめられる段階から社会の注目が定率負担に集まり意図が伝わりにくくなった。後半は，法施行後の見直しをテーマとし，３年間に生じた課題を整理し見直しの方向性について議論した。同法の体系を維持することを大前提としつつ，個別の課題を軽減・解消するという方向で議論がなされ平成20年12月16日「障害者自立支援法施行後３年後の見直しについて」と題する障害者部会報告を出した。同報告では個別論点として，サービス体系，障害程度区分，地域生活支援事業，サービス基盤の整備，虐待防止・権利擁護，精神保健福祉施策の見直し等を提言している。障害者自立支援法を存続させるという前提の下で最大限の修正の方向が同審議会で出された。しかし政治情勢は大きく変化し，自民党・公明党・改革クラブの勢力は平成21年８月の衆議院議員選挙にて敗北した。民主党・社民党・国民新党政権下では，平成22年から障害者自立支援法に代わる「障がい者総合福祉法(仮称)」が総理大臣を本部長として設置された「障がい者制度改革推進本部」の下部組織の「障がい者制度改革推進会議」で議論されている。障がい者制度改革推進会議でも同審議会報告と同じ論点が出されている。自立支援法廃止後の新法もこれら論点を整理し修正を加えて取りまとめられると考えられる。","subitem_description_type":"Abstract"}]},"item_10002_publisher_8":{"attribute_name":"出版者","attribute_value_mlt":[{"subitem_publisher":"中国学園大学/中国短期大学"}]},"item_10002_relation_16":{"attribute_name":"情報源","attribute_value_mlt":[{"subitem_relation_name":[{"subitem_relation_name_text":"厚生労働省関係審議会議事録等　社会保障審議会www.mhlw.go.jp/shingi/hosho.html\n"}]},{"subitem_relation_name":[{"subitem_relation_name_text":"厚生労働省　障害者雇用促進法の改正のお知らせ
