Chugokugakuen","bibliographic_titleLang":"en"}]}]},"item_10002_description_5":{"attribute_name":"抄録","attribute_value_mlt":[{"subitem_description":"　介護労働安定センターは，1992（平成４）年に「高齢社会の進展に伴う介護労働力の需要増大に対処し，介護労働者の雇用管理の改善，能力の開発・向上，その他の福祉の向上を図る」ための機関として創設された。介護保険制度導入後は介護事業者を含む介護分野全般に対する支援事業も担う。今研究は約28年間の国会における介護労働安定センターに関する政策の議論を抽出し，そこに表れている施設の意義・対象事業，さらにまたその取り上げられ方の変遷等について考察した。結果，介護労働安定センター創設は家政婦の雇用の安定，労働環境の整備に端を発し，ホームヘルパーの養成研修等の施策や昨今では介護人材供給の方策が求められている。また，介護労働者の権利擁護も要し，雇用管理についての相談援助・情報提供なども実施しているが，労働者の意見反映や離職者の意見の収集など充分でないところも窺えた。増大する介護労働需要に応え，時代の変化に合わせ事業の効率化・重点化を図ることが必要であるとともに，介護労働者が安心して業務に取り組める労働環境整備を介護労働安定センター中心に事業者・労働者一体となって進める必要性は高い。","subitem_description_type":"Abstract"}]},"item_10002_identifier_registration":{"attribute_name":"ID登録","attribute_value_mlt":[{"subitem_identifier_reg_text":"10.24770/00001113","subitem_identifier_reg_type":"JaLC"}]},"item_10002_publisher_8":{"attribute_name":"出版者","attribute_value_mlt":[{"subitem_publisher":"中国学園大学/中国短期大学"}]},"item_10002_relation_16":{"attribute_name":"情報源","attribute_value_mlt":[{"subitem_relation_name":[{"subitem_relation_name_text":"介護労働安定センターホームページ
